It's not the missing directories; it's the unexpected (for setup.exe) file
magic number due to a slightly incompatible version of tar used to build
the packages.  This has been fixed in two ways -- updated packages have
been uploaded (but may not have propagated to your mirror), and setup was
taught to understand the other magic number (use the latest setup snapshot
from <http://cygwin.com/setup/snapshots/>).

I tried setup-5.77 from www.cygwin.com/setup/snapshots and it aborted consistently. Each time it generated the Microsoft error box (Do you want to send the details to Microsoft?) at the same place, just after selecting a download site and apparently starting to download. I tried it with multiple download sites and all failed. One particular site that failed was http://mirror.mcs.anl.gov
