I'm not sure why it worked, but it does.  I performed at least one
update of Cygwin recently, so it's possible I have a newer version of
something.

You mean you're not sure why it didn't work before, right? I mean, everybody uses these scripts to configure a working sshd server so one expects them to work (rather than not work). If they didn't, one would expect a great outcry on this list from everybody that tried them, right?
