Ah, I see the problem...  You're absolutely correct, the above
command returned with,

  gzip: /etc/setup/openssh.lst.gz: unexpected end of file

so I removed openssh.lst.gz file and reran 'setup.exe' and all
is well now (not sure why it was corrupt and/or why 'setup.exe'
didn't give a more proper/verbose reply).

BTW: Someone should add this bit of info to a FAQ or similar
     (to ease debug) and if its there already I totally missed
     it - sorry...
