IIRC, and my memory may not be correct, I had a problem with
corrupt/nonsense env variables while trying to setup an XP
laptop- I had a lot of junk to install and so I was starting multiple
installs to run at the same time. I can't remember if cygwin was
involved but when I stopped doing
more than one install at a time the problem went away. I'd guess that there
is something in the env update code that isn't thread safe. Disabling
the AV may have just changed timing, removing a core could have serialized
some things.
