Simple:  Cygwin provides Linux-like functionality without the need to
install software that relies on device drivers or requires administrative
rights, or to install and boot a 2nd operating system.

Cygwin works within your existing Windows file systems.

It is much simpler and requires less resources to open a Cygwin shell than
to boot a 2nd operating system.
