cygstart <path to cmd.exe>
(Sorry about the top-post. Haven't figured out yet how to
coerce Outlook to cooperate and don't want to type all the
">" characters manually. Suggestions welcome.)
Tools->Options->Email Settings. There are options there to enable the
">" character.
