serial port block on the command line

Hi,
Why this command is blocking on the cygwin shell:
echo "Hello" > /dev/ttyS0
I need to break it with ctrl-c and it gives me the following line:
-bash: echo: write error: Interrupted system call
I don't understand what is going on.
