When I try to run tlmgr:

I do see that these items were installed with the package:
% locate TLConfig.pm
% locate tlpkg
but the relative paths in tlmgr.pl seem to be incorrect.
Before editing the scripts, I'd like some input on what I should be
expecting from TeXLive under Cygwin.
tlmgr is a TeX Live package manager intended for use with native TeX
Live, not for TeX Live that is packaged for a distribution like Cygwin
(or any Linux distribution).
But all TeX Live packages should be available in the Cygwin distribution
in one of the texlive-collection-* packages. You can search
http://cygwin.com/packages/ to find out which one.
In the case of the uspatent package, you won't find it because it was
just added to TeX Live in September. But it's supposed to be in
texlive-collection-publishers. I'll update the latter ASAP.
Let me know if you find any other missing packages.
