I don't see any cygwin1.dll in the Strawberry Perl packages.

Ah, I think you are right (it is a recent install, but I have not used it much) :
I searched on libgmon.a
And found :
C:/Applications/Strawberry/c/x86_64-w64-mingw32/lib/libgmon.a
Which suggests it is mingw32 based - this sounds right.
Searching on cygwin I just find :
C:/Applications/Strawberry/perl/lib/ExtUtils/CBuilder/Platform/cygwin.pm
C:/Applications/Strawberry/perl/lib/Module/Build/Platform/cygwin.pm
C:/Applications/Strawberry/perl/lib/pods/perlcygwin.pod
