Any ideas?

$ uname -a
CYGWIN_NT-6.1 zion 1.7.25(0.270/5/3) 2013-08-31 20:37 x86_64 Cygwin

At a gues, it's possible that you aren't using a Cygwin version of

> cgf

That would have been my guess too, however:

$ strings `which rsync` | grep -i cygwin

Attached is output of cygcheck -s -v -r.
