LD_PRELOAD is an ELF interpreter feature and bares no effect on
Windows,
so you are out of luck.
It seems that the solution of my question is described here?:

But tell me please, in which header located description of the
cygwin_internal() function and which library I should link with my
hook-dll?
Also, this way will work with MSYS2?
