also from CMD prompt no issue.
Also, I notice that when PATH has no :, cygcheck prints bogus information:
$ PATH=/bin cygcheck -s

Running under gdb:

All of this was in preparation for reporting another problem with run.exe (which flashes a console window instead of hiding it).
