Curious. Same for me.
Win7/64 with 64-bit Cygwin default (elevated) install.
$ LANG=C ls -l /bin/ls
-rwxr-xr-x 1 anrdaemon None 116253 Oct 13 19:12 /bin/ls
$ LANG=C ls -l /bin/ls.exe
-rwxr-xr-x 1 anrdaemon None 116253 Oct 13 19:12 /bin/ls.exe
