$ curl -LSs https://cygwin.com/cygwin-pkg-maint | grep ^tidy
tidy Yaakov Selkowitz
You could download the source package, update tidy.cygport VERSION
and SRC_URI, install cygport, run cygport on it, and see if it builds.
