And my CPU runs on 100% when starting "Run iperf3".

I had the FAST_CWD problem several years ago after a Windows upgrade.  I
installed the latest Cygwin, and the problem stopped happening.

he is mentioning windows 10 x64 and having the problem only with Java.
I assume that the Java machine is triggering an old compatibility
style that cygwin recognizes as old windows.
It seems not the usual FAST_CWD problem of third party.
