We've been working on this for quite a while ourselves, and solved it
for the time being by converting our graphics to PDF image files for PDF
output.  Unfortunately, the results using Image Magick didn't meet our
standards, so we now use Corel Draw 9 and Paint Shop Pro to get
high-resolution PDF images from bitmaps and vector images.  After some
fiddling around, we came up with a conversion process that generates PDF
images that scale well, and are relatively small.
