If one uses an XML tool chain now then conditional sections are not
supported. They are only available when using an SGML tool chain (such as
Sp or jade).
Your question begs further questions such as support for legacy (SGML)
documents, can a XML compliant DTD be used with SGML instances, and
probably many more. But as long as the answers to these two are positive
and there still exists an SGML tool chain conditional sections are surely
still viable with DocBook 5.
