keep-* blind table FO patch for Fop?

Has anyone created an XSL:FO post processing XSLT style sheet that
wraps elements that uses keep-with-* in a blind table that uses
keep-with-*?
Some more info on what such a table should look like, in the Fop FAQ:

The current DocBook XML to XSL:FO style sheets do the right thing, but
as the FAQ states, support for the keep-* attributes are somewhat
lacking in Fo.
If I found such a style sheet, I could ditch those annying
<beginpage/> elements that don't belong anywhere in a semantic markup,
but still is better than a section title staying on the previous page,
instead of following the screenshot that starts the section over on
the next page.
