It is not limitation of Adobe nor PDF format. This is completely tool
issue. PassiveTeX can use TeX's virtual fonts to compose accented
letters from separate character and accent. Other tools doesn't support
this so you must provide Unicode fonts to them. But it is quite easy to
get FOP and XEP working with additional fonts.
