The stylesheets are trying to "clean up" the generated HTML. Since
tables aren't allowed inside paragraphs in HTML, they're moved out of
the para. Since the paragraph is now completely empty, it's thrown
away.
If you set html.cleanup=0 you'll get more literal markup.
But the real answer here is probably CSS or something. Using empty
paragraphs for spacing is really relying on browser artifacts.
