This is not expected behavior. Both should be boldface.
Peek in your fo output. Your text in <emphasis role="bold">
should be wrapped in:
<fo:inline font-weight="bold">my text</fo:inline>
and the column headings should have:
<fo:block font-weight="bold">Column heading</fo:block>
Those produce boldface output in PDF output using
FOP 0.2.4 in my tests.
