I guess I should've found that since it Googled at #2 on "debian docbook".

The wiki didn't discuss the setting up SGML_CATALOG_FILES environment var 
which took the most time for me.  I wish I had followed the wiki instructions 
to see if maybe it got set automagically in the process.
