Nor does it yet claim to be, but it can keep blocks together.

(I could point out that xmlroff has only ever had one posted bug
report, but that would probably just get me more bug reports than I
can keep up with.)

Unfortunately, xmlroff doesn't currently support everything in Norm's
stylesheet.

xmlroff's current state may be a problem for DocBook users, but it is
an opportunity for anyone who wants to help develop an XSL formatter.
