I update libxslt under Cygwin by downloading the Windows
binaries from Igor's site[1] and manually copying over
the previous version's files. Specifically, I use
these files from his distribution on my system:
\windows\system32\libxml2.dll
\windows\system32\libxslt.dll
\windows\system32\libexslt.dll
\windows\system32\iconv.dll
\cygwin\bin\xsltproc.exe
\cygwin\bin\xmllint.exe
Works just fine under Cygwin.
