In short, yes, it is. PDF links are normally handled directly by PDF viewers
by loading the target PDF in the same or a different window of the viewer
and positioning at "the correct spot", in the same way as with internal
destinations. Arranged in this way, PDF documents are best suited for
off-line reading, for example, documentation sets shipped on removable media (CD,DVD).

Web links, however, are handled through delegation to a web browser, that's why
a command line for an external www browser can be set in Acrobat Reader, for example.
