The EXSLT website says the exsl:document element is among those that are
"not considered stable and are not part of the core of EXSLT Common.
Processors that claim support of EXSLT Common might not support these
elements."
As you say, since Xalan already has a similar function, the implementors
chose to not include it.  So Xalan isn't wrong, just different.
