There are two properties that can help with this problem.  The first is
text-align="start" which turns off justification and leaves the right edge
ragged.  The other is hyphenate="true", which will cause such lines to fill
out more if there are hyphenation points available.  Either or both of these
can be included in the 'root.properties' attribute set to apply to the whole
document.
