Declare the xinclude.mod in the internal sub of your doctype declaration as
with this example:
<!DOCTYPE set PUBLIC "-//OASIS//DTD DocBook XML V4.3//EN"

<!ENTITY % xinclude SYSTEM "xinclude.mod">

In your case (Oxygen Eclipse)

Then validate book.xml. If it's valid it should transform.
