There isn't any direct support for frames, but it has been asked for often
enough that someone should file a feature request on the DocBook SourceForge
site to get it in the queue. 8^)
I mention it in my book:

but it is only a [artial solution. The links to the TOC in the content
footer need to target the left frame, and they don't currently.
