I'm afraid there isn't a parameter for removing those <b> tags. They are
one of remnants of formatting elements still used in the HTML stylesheet.
They tend to get in the way of a pure CSS design.
To get rid of the <b> tags, you'll need to customize the template named
formal.object.heading, which is in html/formal.xsl. It's a short template,
so it is easy to customize.
