I have done this by using an empty title element:

<title></title>

This feels like a bit of a hack, but seems to work. You would need to check that it doesn't mess up automatically generated contents pages, cross references, etc.

I have (no <title> at all):
<bibliography>
    <bibliomixed>
        <bibliomisc>Alfonso, A., Grundahl, K., McManus, J. .....
However the "Bibiography" title appears in both PDF and HTML output.
