[docbook-apps] Legal notice - help sought

Is it possible for me to get an output where the Legal Notice link (when generated as a separate html chunked file) can be included in the custom footer.

Below is a snapshot of the output I am looking for:

Herein, i edited the HTML file after it was generated from docbook. Could the same be included in an customization layer.
