Probably true, but similarly, if the author knows that 
what he writes will be included in a data base that will
be a target of a markup-aware search engine, he'll begin
to write with that in mind as well.  Authors are used to
thinking that the end use of their writing is formatted
hard copy and/or displayed HTML.  Some will see the
possibilities of structured markup and code with care. 
Many, though, won't get beyond the hard copy mentality
until there is sufficient application motivation to do
so.
