psgml, like most (all?) Unix SGML tools, doesn't scan directories,
it only reads the catalog. Note that by default, psgml in particular
uses
sgml-catalog-files's value is
("catalog" "/usr/lib/sgml/catalog" "/usr/local/lib/sgml/catalog")
but many installations (like yours, it appears) use /usr/lib/sgml/CATALOG
instead. Symlink or copy CATALOG to catalog and psgml should be much
happier (or at least, it should give you new errors to ponder, but
really, it works fine for me and many others...)
