If you have your own catalog paths, use the environment to pass on
SGML info. It's the best way to do it.
I set the SGML_CATALOG_FILES environment variable to my catalog files.
This variable is used by both psgml and nsgmls/jade (and other
tools?). This way, you only have one source to administrate.
Set the SGML_CATALOG_FILES in the global setup for your users, then
every user will have a working SGML-environment.
