I think it does respect keeps -- I mean, I recall solving problems by
hacking in keep-with-next, although maybe that's another thing. There
are definately remaining widow/orphan problems though -- I'm not sure
if that's JadeTeX bugs or stylesheet bugs. Haven't had time to
research that.
