You can use CDATA sections to escape markup:
<example><title>My Silly Example</title>
<programlisting><![CDATA[
Nothing <<matters>> in &here;.
Except for the end-of-CDATA flag
which is "]", "]", ">".
]]></programlisting>
</example>
