In DSSSL, you can write your own custom stylesheet that redefines the
(gentext-nav-next), (gentext-nav-up), etc. functions.

In XSL, it's not as easy as it should be. I'm offline right now, but
I'll try to remember to put that in the bug tracker at
http://sourceforge.net/projects/docbook/
