Ummm...why does the text care "where it is"?  (It can't be for formatting
reasons, since that's handled by the style sheet...)

Section is more flexible because it is more general.  If you decide to
promote/demote a section containing other sections, <sectn> forces you to
renumber the contained/enclosed sections.

Similarly suppose you have text in a file delimited by <sectn> tags.  To
include that correctly in another file, the <sectn> text being included must
know what level it is being included at.  If the include-er changes levels,
the include-ee must similarly change.  Text delimited by <section> tags has
no such problem.

The latter isn't an issue in HTML because HTML can't include HTML fragments
(although the "change this level" pain-in-the-neck is still there.)
