Why are legalnotices dropped?

I'm using DocBook (SGML) 4.1 to create an article. I want
the articleinfo to include a legalnotice section. To my
surprise, the legal paragraphs are dropped in the html output
using Norm's modular stylesheets.
Going to the archives, I found a message from Norm stating
what needs to be done to enable the output of the legal
notice.

However, I don't think it is a good idea to rely on the
author having to always update the style sheets for something
as critical as a legal notice.
At this point I'm going to abandon the use of legalnotice
and use a warning or something else that will highlight
the importance of the message. Before I do that though,
I'd like to make sure I'm not missing some reliable way to
get the notices included, and to ask what the logic is
behind not including a legal notice.
