If you want to avoid XML editors, why then use DocBook (or any other
doctype)?
If you just want a free and generally useful document editor/formatter, try
OpenOffice.
If you, after all, do want XML and don't mind spending a little money, try
WordPerfect (yes it does DocBook XML).
If you don't mind spending some more money, try FrameMaker 7.0. It'll
probably publish to many of the formats that you want.
If you have big money to spend, ArborText will provide a complete solution.
If you want a free DocBook IDE, running on Windows, try emacs + psgml. See

Or perhaps give Java-based (but fast) XXE a try
