There are actually two separate types of stylesheets, DSSSL and XSL http://docbook.org/tdg/en/html/ch04.html#d0e9194. Since you're using the XSL stylesheets, consult:
http://docbook.sourceforge.net/release/xsl/1.55.0/doc/fo/paper.type.html
For information on changing the paper type.
