[docbook] new Task markup included in DocBook 4.3

I forgot to mention this on the TC call: the summary of changes for the
next 4.3 beta release should include mention of addition of the new
"Task" markup (RFE 621564). (It was actually already included in the
v4.3b2 release, but wasn't listed in the original summary of changes
that went out to mailing list.)
