[docbook] DocBook V4.3b3 released

Folks,

I just published DocBook V4.3b3[1][1b] with the changes proposed in the
24 Sep minutes[2]. I haven't reviewed the mailing list archives to
find all the other suggestions. Also, Bob has noted[3] some items that
I missed; those will go in 4.3b4 "real soon now".

I've also published RELAX NG Schemas for V4.2[4] and V4.3b3[5] generated
by Trang.

And while I was at it, W3C XML Schema versions[6][7] generated by Trang
as well.
