The word "linespecific" is intended to convey that the lines are a
specific part of the content, that is that whitespace and line breaks
are not treated like ordinary whitespace but are instead respected.

How that particular word came to be invented is lost in the mists of
time.

Because there is a one-to-one correspondence between input lines and
output lines in verbatim environments. Enumerating the lines of other
elements, like paragraphs, would have to be done by the formatter that
actually lays out lines.
