Change the DTD to:
http://www.oasis-open.org/docbook/xml/4.2/docbookx.dtd
4.2CR1 sounds like version 4.2 candidate release 1.

If you point with your browser to
http://www.oasis-open.org/docbook/xml/4.2CR1/docbookx.dtd
it is ok?!
So jade can't get the file.
