What host are you running? There's a web page describing the build process
under Cygwin (the process is almost identical, save the Cygwin installation,
for Unix).
Take a look at:
http://sources.redhat.com/ecos/tools/win-arm-elf.html
If you leave off the --prefix and --exec-prefix stuff you should end up with
an installation in /usr/local/...
