I'm not sure whether I have the same problem, but you might want to try
this. If I open a Cygwin window I can do an ecosconfig just fine. If I
then do a make in that same window, any further ecosconfig runs generate
streams of errors like yours. What I have been doing to get around this is
to use one Cygwin window to execute ecosconfig and another one to do the
makes. Even then, occasionally I will have to close out the ecosconfig
window and start it again.
I also can't run the current GUI tool on 98. It would be nice to find a
solution to that.

My curse continues... I just reformatted and started clean:
* reinstalled Win98, cygwin 1.1.8, eCos 1.3.1, updated configtool/ecosconfig
* set ECOS_REPOSITORY=appropriate path
* make new directory for temp build
* ecosconfig new edb7xxx still gives the thousands-of-missing-packages
errors. The last few errors are:
ecos.db, target stb: warning
This target refers to a package `CYGPKG_IO_SERIAL' that is not
hardware-specific.
Hardware selection: warning
The target specification lists a package `CYGPKG_HAL_ARM' which is not
present in the component repository.
Hardware selection: warning
The target specification lists a package `CYGPKG_HAL_ARM_EDB7XXX'
which is not present in the component repository.
Hardware selection: warning
The target specification lists a package `CYGPKG_IO_SERIAL' which is
not present in the component repository.
Unknown template default
What could I possibly be doing wrong? The repository is mounted in text
mode. Everything works when I use the graphical tool (same repository!).
Why do the command-line tools not work?
I'm sorry to be pestering the list again with this, but I really want to
get it working if I can, so that I can then proceed to use the latest CVS
sources (to do which, I need to use the command-line tools as the new GUI
tool is broken for Win98).
