Problem building development tools for ARM

hi all:
When I build the development tool for ARM(on win2000):
/src/binutils/binutils-020106/configure --target=arm-elf --prefix=/tools --e
xec-prefix=/tools/H-i686-pc-cygwin -v 2>&1 | tee configure.out
Configuring for a i686-pc-cygwin host.
Created "Makefile" in /tmp/build/binutils using "mh-frag"
cc: not found
*** The command 'cc -o conftest -g conftest.c' failed.
*** You must set the environment variable CC to a working compiler.
Could anyone tell how to solve this problem?(how to set CC?)
After I install the cygwin, will gcc be presented in the cygwin/bin
directory? ( I can't find gcc after cygwin installed, will that be the
problem?)
