configtool.exe issues

Hi,
I installed the latest cygwin on my system and have a
recent copy of ecos on my system when I try to run
configtool.exe this is what I get:
Mark Kramer@KRAMERLAPTOP c:/cygwin/bin
$ configtool
bash: /cygdrive/c/xport/ecos/bin/configtool:
Permission denied
Mark Kramer@KRAMERLAPTOP c:/cygwin/bin
$
According to the ls command I have permission.
Any Ideas???
